The Boat Ramp Access Coverage provides mapped
locations of local boat ramp access facilities.
It also includes an ordered database of
information linked to these mapped facilities.
Knowledge of boat ramp access facilities is
imperative for a quick and effective notification
and response to potential oil spill situations.
This coverage helps to bring such areas within the
Ohio counties of Ashtabula, Cuyahoga, Lake and
Lorain, as well as, a connecting portion of
Pennsylvania which includes western segments of
the counties Erie and Crawford, to the attention
of spill planners and responders. The locations of
these facilities were obtained and quality
assured/quality controlled using maps and
individual feedback from various public agencies
and private sector groups regarding specific
sites.

In order to better protect unique commercial,
environmental, and cultural resources from oil
spills, the Oil Pollution Act of 1990 mandated a
coordinated effort by federal, state, and local
regulatory agencies and the regulated community to
enhance oil spill preparedness and response. This
coverage provides the location and attached data
for the 6 counties of the Central Lake Erie
Sub-area. The development of spatial databases
and geographic information systems is done
pursuant to implementing the preparedness and
response mandates of the Oil Pollution Act of
1990.

These data were prepared at map scales of 1:24,000
and are best used in applications of comparable
resolution. In addition, these data were
developed to meet specific project objectives
related to contingency planning and spill response
and therefore may not represent exhaustive feature
inventories.

The Great Lakes Commission staff working on the
Area Contingency Planning project verified all
descriptive and spatial attributes and collected
confirmation from owners and/or operators of
attributes and boundaries via surveys or direct
external review. Spatial data were cross-
referenced with multiple sources.

Data were developed for this layer utilizing
multiple primary sources, from federal, state, and
local governmental agencies and owner/operators of
the boat ramp access sites. State
agencies maintaining boat ramp records in hard
copy maps and online electronic format supplied
the initial data. Data was reviewed for location
and accuracy at the scale of 1:24,000 on
appropriate base maps. Location and attribute
information is only as accurate and complete as
the information specifically applies to each
individual record at the time of data development.
Data for these facilities are primarily
attributed points, plotted in ArcView 3.2 GIS.
These points were originally generated in 1999
based on current information from primary sources
but do not necessarily always exactly overlay the
base map 7.5 minute quadrangle maps with previous
publication dates. Locational and attribute
information was updated during the Fall of 1999
and Winter of 2000 prior to final Atlas publication.

This coverage does not necessarily include all
boat ramp access facilities within the Central
Lake Erie Sub-area. Exhaustive efforts were made
to compile as thorough an atlas as possible.
However, under-reporting may occur with especially
smaller local and private facilities. In addition,
ramps accessible only to canoes or other non-
powered boats have not been included due to
their restrictive use for emergency response.

- Horizontal positional accuracy is tested by visual
comparison of hard copy check plots to the source
materials and verifying the location of the data
on screen relative to other data layers in the
same geographic area. Point shapefiles for boat
access ramps have been consistently placed at the
land/water interface to aid the user of this data
in clearly delineating the feature properties.

Locational information and the attached database
information for the boat ramp access site coverage
were primarily obtained from the Ohio Department
of Natural Resources, Division of Watercraft,
Pennsylvania Department of Conservation and
Natural Resources and county and local park
districts. Address cross verification, updating
and correction were done through the use of online
sources and in-house software. Additional site
and locational information verifications were
obtained from the DeLorme Street Atlas, state and
local land management agencies and government
agencies including the Department of Natural
Resources online sites for Ohio and Pennsylvania.
In addition, the DeLorme Atlas and Gazetteer and
U.S. Geological Survey 7.5 minute quadrangle maps
for Ohio were reviewed for site identification and
verification. Point shape files for each boat
ramp access site were entered directly into
ArcView version 3.2 Geographic Information System
(GIS) software and displayed against Digital
Raster Graphic (DRG) imagery of 1:24.000 scale
U.S. Geological Survey topographic maps. Data
links were incorporated into these GIS files to
match the boat ramp access site data and to
appropriate data records. Draft hard
copy atlases were prepared from this data,
supplied by the Great Lakes Commission, and the
USGS's Upper Midwest Environmental Sciences Center
(UMESC) in Onalaska, Wisconsin. The UMESC
produced hard copy maps in portable document files
(.pdf) format at scales of 1:25,000 and 1:100,000.
These maps were then reproduced and distributed
by the Great Lakes Commission for external review
by primary source data holders. All updated,
corrected, and amended information was then added
to the project files and returned to UMESC for
final atlas preparation. UMESC processed the final
data for distribution in .pdf hardcopy format;
and electronic distribution via CD-ROM and the
Internet. Final electronic format include ArcView
3.2 shapefiles, .e00 ArcExport files, .pdfs, and
converted CAMEO/Landview files.
