Abstract:
Other Environmentally Sensitive Areas Coverage provides mapped boundaries non-managed, udesignated lands with special ecological, natural and recreational value. It also includes an ordered database of information linked to these mapped areas. Other environmentally sensitive areas are uniquely vulnerable to oil spills, thus, this coverage helps to bring such areas within the Ohio counties of Mahoning, Columbiana, Jefferson, Belmont, Monroe, Washington, Athens, Meigs, Galia, Trumbull, and Lawrence; the West Virginia counties of Brook, Cabell, Hancock, Jackson, Marshall, Mason, Ohio, Pleasant, Tyler, Wayne, Wetzel, Wood; the Penn- sylvania counties of Beaver and Lawrence; and the Kentucky county of Boyd to the attention of spill planners and responders. The boundaries of these areas were obtained and quality assured/quality controlled using maps and individual feedback from various public agencies and private sector groups regarding specific areas.
Purpose:
In order to better protect unique commercial, environmental, and cultural resources from oil spills, the Oil Pollution Act of 1990 mandated a coordinated effort by federal, state, and local regulatory agencies and the regulated community to enhance oil spill preparedness and response. This coverage provides the location and attached data for the 26 counties of the Eastern Ohio River Mapping Area along both sides of the river. The development of spatial information systems is done pursuant to implementing the preparedness and response mandates of the Oil Pollution Act of 1990.

These data were prepared at a map scale of 1:24,000 and are best used in applications of comparible resolution. In addition, these data were developed to meet specific project objectives related to the contingency planning and spill response mandates of the Oil Pollution Act of 1990 and therefore may not represent exhaustive feature inventories.

Great Lakes Commission staff working on the Area Contingency Planning project verified all descriptive and spatial attributes and collected confirmation from landowners and/or managers of attributes and boundaries via surveys or direct external review. Spatial data were cross- referenced with multiple sources. Quality assurance and quality control for the data were developed utilizing in-house standard operating procedures.
Logical_Consistency_Report:
Data were developed for this layer utilizing multiple primary sources, including USGS 7.5 minute quadrangle maps; federal, state, local and private land manager/owner hard copy and electronic sources; and an exhaustive external review process performed by the primary holders of data. Location and attribute information is only as accurate and complete as the information specifically applies to each individual record at the time of data development. Data for these managed areas are primarily attributed polygons, plotted in ArcView 3.2 GIS. These polygons were originally generated in 1998 based on current information from primary sources but do not necessarily always exactly overlay the base map 7.5 minute quadrangle maps with previous publication dates. Locational and attribute information was updated during the Fall of 1999 and Winter of 2000 prior to final Atlas publication.
Completeness_Report:
This coverage does not necessarily include all "other environmentally sensitive areas" within the given mapping area. Specifically, local/municipal designations under five acres in size may be underrepresented, especially if no known potential spill source (railway, major road, waterway, pipeline, or fixed facility) will practicably impact this area. Exhaustive efforts were made to compile as thorough an atlas as possible, with particular in depth detail paid to those areas in proximity to surface waters.

Data for the "other environmentally sensitive areas" layers were developed from multiple sources. Sources include the natural resource agencies for the states of Ohio, Pennsylvania, West Virginia and Kentucky. Either hard copy or electronic information was utilized, including Internet sources citing the area boundaries and attribute information, and the applicable data were extracted. Federal agencies with holdings in the Eastern Ohio River Mapping-area were also contacted for site-specific information. The 7.5 minute quadrangle maps, as digital raster graphics, were also used as a base layer for locational and boundary information. The Delorme Atlas and Gazetteer series for each state also provided additional supporting information for location and in some instances basic contact information. Phone and mail correspondence was also used to fill in applicable data gaps in preparation of the draft atlas. The data was plotted in a GIS using ESRI’s ArcView 3.1 and displayed against the digital raster imagery at a scale of 1:24,000. Data links were incorporated into these GIS files to match the mapped sites to the appropriate data record as outlined in Section 5.2.1, Entity and Attribute Overview. Draft hardcopy atlases were prepared form this data, supplied by the Great Lakes Commission, and the USGS’s Upper Midwest Environmental Sciences Center (UMESC) in Onalaska, Wisconsin. The UMESC produced hardcopy maps in portable document files (.pdf) format at scales of 1:25,000 and 1:100,000. These maps were then reproduced and distributed by the Great Lakes Commission for external review by primary source data holders. All updated, corrected and amended information was then added to the project files and returned to the UMESC for final atlas preparation. UMESC processed the final data for distribution as hardcopy and electronic formats.
