FCCU and b(a)p factors



Hi group,

On yesterday's call, Jon Bates mentioned that the EPA's Locating and
Estimating (L&E) document for POM has a b(a)p factor for uncontrolled FCCUs
(SCC=30600201) that is much lower that what is in FIRE. It appears that he
is correct. Attached is the page from the L&E POM document
(http://www.epa.gov/ttn/chief/le/pompta.pdf) that has the PAH factors for
FCCUs. The uncontrolled factor, 3.7E-07 lb/barrel is about 1000x lower than
the factor in WebFIRE, 0.48 lb/1000barrels. The controlled factor for b(a)p
on this table is similar in magnitude to that in FIRE (2.4E-8 vs. 3.11E-8).

There are 4 states (IN, MI, OH and PA) that have FCCU emissions for b(a)p,
each totaling hundreds to tens of thousands of pounds. If each of these
states could look up in their system or check with these facilities to
determine what emission factor has been used and to confirm the presence or
absence of control technology, that would be great. If the sources are
uncontrolled and you are using the emission factor from FIRE, you may want
to consider switching to the L&E factor.
