Thanks for the information. The EPA emission factors for this category
come from the California Air Resources Board. I contacted them on
Friday, and they referred me to a person who knows about the source of
the factors. He is on vacation until tomorrow.
The CARB emission factors in their online database also has factors for
individual PAHs, including Benzo(a)Pyrene. I would like to find out if
the factors come from the same reference used by EPA. If that is the
case, there may be a conversion error in the NEI factors. I'll find out
if that is the case.

The FIRE emission factor for b(a)p under SCC 31502101 is < 2.91 E-8
lb/Body burned. According to the assumption, each body weights 150 lb.
If we use 2.91 E-8/Body, the b(a)p emission factor is 3.88E-7 lb/ton.
However, the PAH,7 and PAH,16 emission factors in NEI are 1.03E-9 lb/ton
and 9.63E-4 lb/ton, respectively.
There are also emission factors for other individual PAHs. Many of them
are in less than format.
If we really want to use the less than factors in FIRE for b(a)p, we
might need to use all emission factors for other individual PAHs and
take off emissions for PAH,7 and PAH,16. Doing so, we will have about 3
orders of magnitude higher than NEI estimates for PAH,7. Do we want to
go for it? My opinion is "do not use FIRE factors."
