Tom,

The NEI QA tool does not check all fields using point QA procedures for
the NEI.  I recommend that you read the revised 2002 NEI QA Augmentation
report posted this summer.  The report is tedious, but it is thorough
and covers all data fields in the point source NEI.  I have spent a lot
of time preparing this report and it is what we use as basis for QA and
Augmentation.

For example, the QA check does not produce correct results for lat/lon.
The tool draws a box around the county rather than using actual
boundaries in GIS  whereas EPA QA uses GIS to verify county boundaries.
There are other differences as well as not all of the range checks that
data submitted by SLTS undergo are programmed into the tool.  Other
examples include reconciled pollutants where individual and total
pollutant group emissions are reported for same record;  etc.  Some key
fields are not in the NEI are not correctly checked by the QA tool and
thus we make changes to SLT data once it is received.  This has been a
problem as SLTs think their data is clean because the tool says it is
clean, when in fact revisions are made to data submitted due to detailed
QA procedures that the data undergo once it is received at EPA prior to
going into the NEI.

Tom - I am sorry that it has taken me so long to get back to you.
Between travel and vacation things have been pretty hectic.  I did not
have any up to date guidance as to what the QA tool checks.  What I did
do is take the schematron rules for the xml submissions through CDX,
which are exactly like the new QA tool, and condensed them into a
readable form.  This should give you all of the rules and ranges that
the QA tool checks and that you could apply to your new system.

I have no idea when the new point data structure will be released but
the proposed structure will be coming under review shortly.

Let me know if I can help you with anything else.  Hopefully I will be
much more responsive.
