Repository and CAROL site

Steering Committee,

The RAPIDS repository and the databases behind the CAROL website are
currently down and will likely be that way for at least a few weeks. Over
the holiday weekend, the server we have been housing the regional repository
on had some significant technical errors that we are still attempting to
diagnose. We have contacted some contractors who have expertise with this
particular kind of server to help us diagnose and potentially fix the
problem. Hopefully we'll know much more in the near future regarding what
will be needed to recover the server functionality. In the meantime, assume
that the repository server will be unavailable for a minimum of 1-2 weeks.
It could possibly be much longer, depending on the nature of the problem and
what is required to fix it. I'll keep you posted on the progress.
