Thanks for the list of recommendations. This gives us a good idea of what
additional items are worth looking at in the future. I think the conclusions
in our current draft report support the five points you make. I'll take an
additional look to see if there are ways we can strengthen the emphasis on
these or provide additional information.

Jon,

Your B(a)P assessment has resulted in an excellent inventory which will
give us a much better idea of the potential impact of various voluntary
reduction activities.  Although the numbers in the draft inventory may
be correct and/or represent the best available information, the
following areas may need to be looked at more closely at some point.

1) As discussed in the report and in an exchange of emails, we need to
come up with a wood stove emission factor that reflects the 70% to 90%
reduction  from EPA-certified vs. conventional stoves or at least
establish what the correct number is.
2) As also discussed in your report it's important to assess the impact
of wood boilers, which seem to be a quickly growing emission source
around the Great Lakes.
3) Petroleum refinery emissions still seem overstated based on test info
that we received several years ago.
4) Wood preserving may be a bigger source than indicated as it is one of
Ontario's larger source categories.
5) For scrap tire piles, maybe there is a way to estimate annual
emissions based upon the number and size of existing piles.

The above are issues that came to mind in reviewing your report -
although I am not implying that the numbers in the report  are
incorrect.  Also, the qualitative assessment of trends in the report is
preferable to  back calculating a baseline/prior year values, which
would not be very accurate.

It would not be an overstatement to say that the Great Lakes Toxics
Inventory forms the basis of our reduction activities and provides a
benchmark for establishing the effectiveness of these programs.
