Thanks for summarizing and sending this information. If you are able to send
the EPA spreadsheet, I imagine there may be people in the group that would
like to have this.
While it sounds like the flowchart may be complex, from the description in
the attachment it seems to me that it could be used to produce a per-capita
emission factor from lamp breakage, which could than be easily implemented
through our existing estimation tools, similar to other population-based
area source estimates. This seems to be the most suitable approach. The only
exception would be if someone wanted to use state-specific information for
the variables in the flow-chart. If the difference between this method and
the prior method was approximately two-fold and we have more confidence in
the calculations based on EPA's flow diagram, then I think it makes sense to
determine and apply an updated emission factor.

Here's some information on the area source category of fluorescent bulbs
(lamp breakage and lamp recycling).
For 2002, I had used EPA's example 1999 NEI methodology to estimate
66.43 lbs from lamp breakage and 0.006 lbs from lamp recycling.
Since creating that estimate, Leah Granke (one of AQD's toxicology
staff) worked on an enhanced mercury inventory for Michigan and found
alternate ways to estimate mercury for some categories. She used an EPA
Flow Diagram to revise the mercury estimate for lamp breakage and
recycling, resulting in an approximate doubling of the emissions to 136
lbs.
I've attached an excerpt from Michigan's 2002 report on mercury from
anthropogenic emissions. Note that it contains two different estimates
for the quantity of mercury per lamp (0.0116 g and 0.0274 g). The lower
estimate reflects lamps currently produced which are broken by consumers
during installation, and the higher estimate represents older bulbs
(about 5 years old) which reach the end of their service life and are
broken as they become part of the municipal solid waste stream.
Would staff like to see the US EPA Flow Diagram? It is basically a
calculation routine built into an Excel spreadsheet, and is a nice (but
slightly complicated) tool to use. Leah Granke left AQD to go back to
grad school, but if staff are interested I can refresh myself on use of
the flow diagram so that I can provide some information to the group
about its use.
