Regarding the second item, I've posted a diagram to help with the
discussion:

In short, it is intended to revisit again briefly the topic of the
programming language and how the GLC's ties to the Java platform effect
programming of various RAPIDS components. This was raised several weeks ago
when Minnesota expressed an interest in potentially devoting agency
resources to programming components to convert data from their own system
into the new RAPIDS format, and possibly other RAPIDS enhancements as well.
It sounds as though there may be other states also considering this issue.
We will discuss how this might fit into our current work and to what extent
.Net programming will fit into the system and sync with the GLC's difficulty
in running .Net applications as a server-side process.
