I have been working on the first agenda item for a few months. This is
needed for the redesign of Ohio's inventory application.  We have identified a number of issues
and data gaps with the FIRE factors.  Since it is easier to manage the
25,000+ FIRE records in an Access database than in an Oracle environment, it is  
decided to make the processing of the FIRE records in Access and import a clean set of emission
factors in STARS2.  I have been working with my incredible intern on this
issue and hope to complete the project by the end of June or so. 
 
As I mentioned in an earlier email, I only plan to use the uncontrolled emission factors.
I have little faith on the controlled factors and they possibly get a limited use in RAPIDS.
 
MACTEC is tasked to develop emission factors from source test reports under a contract with
EPA.  I plan to email my comments and advise them to either develop uncontrolled emission
factors or controlled factors with specified control device efficiency.
 
Attached is a list of ideas that I want see implemented in an Access application.  It is not final,
but it is a start.

Regarding the second item, I've posted a diagram to help with the
discussion:

In short, it is intended to revisit again briefly the topic of the
programming language and how the GLC's ties to the Java platform effect
programming of various RAPIDS components. This was raised several weeks ago
when Minnesota expressed an interest in potentially devoting agency
resources to programming components to convert data from their own system
into the new RAPIDS format, and possibly other RAPIDS enhancements as well.
It sounds as though there may be other states also considering this issue.
We will discuss how this might fit into our current work and to what extent
.Net programming will fit into the system and sync with the GLC's difficulty
in running .Net applications as a server-side process.
