RAPIDS Database on GLC Server

The latest version of the RAPIDS database (rapids_dev04) is up on the GLC
server.  This version has some significant changes over the previous
version.

- Table names have been changed to begin with the prefixes geo, inv and ref.
- The control measures part of the schema has been updated to reflect the
latest design.
- Activity and Emissions tables have been renamed to reflect process
activites and process emissions.  This will accommodate separate multi-level
tables for activities and emissions.  E.g. county level activities and
various emission rollups above the process level.
- A multi-level activities table was added (inv_activities).  I'm not sure,
yet, if this will simply replace the inv_process_activities table or exist
in addition to it.
- The 'accounting' fields update_time, update_user, create_time and
create_user have been added to all of the 'inv' tables.
- Triggers have been placed on all of the tables to automatically fill in
the rid values and the accounting fields, where applicable.

A few other changes are in there, too.  I'm working on antother set of ERDs
to go with this new version.  Hopefully, I'll have that ready for the next
detailed design meeting.

ODBC Connection:  
You can use the instructions I sent out earlier this week to connect to the
new database.  Just replace 'rapids_dev03' with 'rapids_dev04' in the
database field of the ODBC connection.

For the admin utility, you can still use:

login: rapids
pwd: glc4rap
 
This is an admin utility only, so you can examine the existing tables and
other items, but working with data will be easier using ODBC using MS Access
(or the like).
