Phase 14 MOAs

Hi, Jon!  Any word on EPA's progress in authorizing the grant money
needed to implement Phase 14?  It would be nice to have the MOAs in
place before the meeting in October-- although if the State of Michigan
shuts down after October 1 due to its budget crisis, the timing of the
MOA may not be as important...
