      Clarification to Item 1 - if a State uses the NIF3.0 to EIS-XML
converter, we do not expect that they will need to figure out some way
to add the new EIS data elements to the XML file.  Instead, we expect
that we will get an XML file that does not take advantage of any new
capabilities of the new EIS XML, and does not have any of the new EIS
elements filled in (except those that the converter may be able to
determine from other, existing NIF3.0 elements).  In the design of the
critical QA checks for EIS we are considering the fact that many States
will likely use the new converter (from old NIF3.0) for their 2008
submittals.  We encourage States to develop a direct XML export from
their respective State data systems to avoid any artificial limitations
that NIF3.0 may have imposed on their data, but we will accept a
converted NIF3.0 set of data elements for a transitional period.

I expect to post the pollutant code list on CHIEF by next Wednesday.

Clarification for Item 1:  EPA will not release a new NIF file format.
They move entirely to an XML schema.  They will update the NIF3.0 to XML
converter considering some entities had developed data conversion tools
from their respective databases to NIF3.0.  If you use the NIF3.0 to XML
converter, you will need to figure out the way to insert information to
the new data elements required by the re-engineered NEI after the data
are converted to the XML format.

I agree with Jon.  The discussion of pollutant codes should be after EPA
releases the code list.  Hope we can see the list before our next
conference call on10/31/07. Ron, could you tell us if the pollutant code
list will be available at that time?

      I think these are certainly some items we will want  to consider.
      Certainly, we will want to wait to see exactly what they are doing
      before we can determine how it might affect our directions.

      Could you clarify what you mean by item 1? Are they releasing a
      new file format? Are they moving entirely to an XML schema? I’m a
      little unclear on what is meant here.

      I participated in the NEI Task Force Conference Call yesterday. I
      learned some EPA re-engineering work that would have impact on
      RAPIDS3 development.

            1.     EPA will not update NIF 3.0 format to include new
            fields required by the re-engineered NEI.  The NIF to XML
            converter will only work for the existing NIF 3.0.
            2.     EPA will release a pollutant code table in two weeks.
            They need emissions for elemental metals instead of
            emissions for individual metal compounds.  This is different
            from EPA’s previous instruction.  They will provide a
            conversion table for mapping and converting metal compounds
            to elemental metals.   Chromium VI and chromium III will be
            listed separately.  It will be interesting to see what EPA’s
            codes for PAH, POM, and dioxins.

      Should we discuss the impact of these two items at the next
      conference call?
