EPA's Office of Air Quality Planning and Standards is in the process of
scheduling Regional office visits. The purpose of the visits are to
conduct a two day workshop for the NEI reinvention and implementation
efforts. The audience for the Region 5 workshop are the Region, State,
Tribal, and Local Agencies who prepare or analyze emission inventories.
The Regional workshops are planned for January through March 2008.
Our Region 5 workshop will provide anticipated next steps, and define
roles and responsibilities for OAQPS, Region, State, Tribal and local
agencies. The reporting organizations' needs are the most important for
re-engineering efforts. Therefore, your participation and input is
important. This effort is intended to provide improved transparency,
accessibility, reporting, quality assurance and methods development.
This is an attempt to find dates that will work for the Region 5
Reporting Organizations and OAQPS. Please contact Loretta Lehrman

attend the NEI re-engineering workshop. We are looking forward to

re-engineered NEI with meeting your needs. The following is a
synopsis
of the anticipated agenda. Your input, suggestions and recommendations
on the agenda are welcome. Thanks in advance for your efforts and

Also, a WebEx meeting will be held in January regarding the key changes
in the new NEI/ EIS development. When the details are known we will
make it available.
Day 1
Provide a general overview of the implementation plan, where it is
posted, what it contains, why it was created and the issues it
addresses.
Highlight the major changes from the old process to the new process,
i.e., XML as the standard, QA environment, the Facility Inventory
process, the EIS Website, etc.
Review the entire EIS process, from S/L/T inventory creation to
publishing the NEI. For S/L/Ts, what tools are available,
what are
required data elements, how to check schemas and data, how to
submit
data, how do they get feedback, etc. For EPA, when will
resources be
made available, what feedback and notifications will be provided,
what will we do with the data, how will the NEI be created (data
selection), how will the NEI be published, etc.

developed, what it contains, when it will be made available, etc.
Reporting emissions for Point, Nonpoint, Onroad/Nonroad.
