Just over three years ago, the EPA began a project to develop the
Emissions Inventory System (EIS), the system that will improve the
process for generating the National Emissions Inventory (NEI). One of
the improvements identified early on in the project was to develop a
single reporting format that would be used by EIS. Extensible Markup
Language (XML) was selected as the reporting format. There are several
benefits in selecting XML. Chief among them are that XML is the
established standard for the Environmental Information Exchange Network
and that XML is already being used by several State, Local and Tribal
users to transmit emissions inventory data. At the beginning of this
year, a draft XML schema for EIS was released for your review and
comment, along with draft reporting instructions (at
http://www.epa.gov/ttn/chief/net/neip.html)
A few months ago, EPA was presented with a unique opportunity to develop
a reporting format that could be used by multiple programs. At the same
time work was underway on the draft XML schema for EIS, a separate
schema was being developed for greenhouse data. Rather than continue to
develop two separate schemas, the EPA formed a partnership with The
Climate Registry (TCR) to develop one format that would be used for the
reporting of emissions inventory data and the reporting of greenhouse
gas data to TCR. The result of this collaboration is the Consolidated
Emissions Reporting Schema (CERS).
As stated previously, a draft EIS schema and associated reporting
instructions were released at the beginning of the year for review and
comment. Based on the development of the CERS, however, a number of
changes have been made to the draft XML schema in order to accommodate
requirements for the other programs. These changes also need to be made
to the reporting instructions.
In the coming weeks we will be releasing a draft of the CERS for your
review and comment. A separate Listserv message will be sent when the
CERS has been posted. The supporting reporting instructions will not be
updated until later this summer. You should not be using the January
2008 draft XML schema for any development work, and we have removed it
from the EIS web page.
