BEACHNET==> ordinance regulating dumpster leachate



does anyone know of an ordinance or some other mechanism that specifically regulates dumpster leachate - the njdep has sampled leachate from a dumpster and it had sewage-level entero results (and the dumpster did not contain grease trap waste, fecal matter, obvious bird droppings, etc) - our dept had similar experience with garbage truck washoff (21,000 fecal coli)
 
we have a borough with a lot of restaurants that is looking for an ordinance that bans leachate runoff from leaky dumpsters when it rains
