Thread-topic: The Gold Standard for Beaches

Hi All,
We spend a lot of time and effort on research and monitoring of recreational beaches, not only in the US, but also on an international level. I am wondering if anyone has determined what the gold standards or best practises are? Is anyone's beach program or legislation the one that everyone should model there's after? Are programs such as Blue Flag the gold standard?
If someone could comment it would be much appreciated.
