Drive a stake through the heart of the Beaver Basin Rim Road!

Issue synopsis:

When Pictured Rocks National Lakeshore was established, the enabling
legislation specified that a "scenic shoreline drive" be constructed in the
park. This was originally envisioned as a highway along the cliffs and
lakeshore. The concept was later modified so the route would be  along the
top of Beaver Basin, with the path of the road essentially bisecting
Pictured Rocks. The proposed route has been logged in the recent past, but
can now be viewed as a recovering natural area, with limited roads that the
Park Service is working on removing.

An environmental impact statement conducted by the Park Service concluded
with a recommendation that the road be built, even though more than 90% of
those who commented opposed construction. Their reasoning was that the
environmental impact was not large enough to justify not following the
legislative mandate to construct a "scenic shoreline drive".

Representative Bart Stupak has introduced legislation, H.R. 351
(cosponsored by Vern Ehlers), that would remove the legislative mandate to
construct a scenic shoreline drive, and also "authorize the Secretary of
the Interior to make appropriate
improvements to a county road located in the Pictured Rocks National
Lakeshore". (County Road H-58, which is partially inside the park) In
balance, most groups that have participated in discussions feel that some
improvements to H58 would be a reasonable trade-off in order to eliminate
the legislative mandate for construction of the Beaver Basin Rim Road.

to a county road located in the Pictured Rocks National Lakeshore, and to
prohibit construction of a scenic shoreline drive in that national lakeshore.

                              IN THE HOUSE OF REPRESENTATIVES

Mr. STUPAK (for himself and Mr. EHLERS) introduced the following bill;
which was referred to the Committee on Resources



                                             A BILL

To authorize the Secretary of the Interior to make appropriate improvements
to a county road located in the Pictured Rocks National Lakeshore, and to
prohibit construction of a scenic shoreline drive in that national lakeshore.

     Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,

SECTION 1. PROVISION FOR ROADS IN PICTURED ROCKS NATIONAL LAKESHORE.

     Section 6 of the Act of October 15, 1966, entitled `An Act to
establish in the State of Michigan the Pictured Rocks National Lakeshore,
and for other purposes' (16 U.S.C. 460s-5), is amended--

          (1) in subsection (b)(1) by striking `including a scenic
shoreline drive' and inserting `including appropriate improvements to Alger
County Road H-58'; and

          (2) by adding at the end the following new subsection:

     `(c) A scenic shoreline drive may not be constructed in the Pictured
Rocks National Lakeshore.'.
