TITLE: New Source Performance Standard Violations
at Total's Refinery, Alma, Michigan

ACTION SUMMARY: On April 1, 1997, United States Environmental
 Protection Agency issued a Finding of Violation
under the Clean Air Act to Total Petroleum Inc., (Total), Alma, 
Michigan, for violations of the New Source Performance
Standards of Performance for Petroleum Refineries. 

Total is in violation for not operating the Sulfur Recovery 
Unit (SRU) and associated air pollution control equipment 
in a manner consistent with good environmental practices 
for minimizing sulfur dioxide emissions. Sulfur compounds 
emitted from combustion devices act as an irritant to the 
respiratory system; inhalation of sulfur compounds can result 
in adverse respiratory or cardiovascular health effects. 
Those most at risk include the very young,
the elderly or those with existing heart or respiratory conditions.
