Because of the breakdown in email communications on Enviro-Mich
last week, I am retransmitting this important
alert of Dave Dempsey's/Michigan Environmental Council on HB 4037:

The House Conservation Committee is likely to consider a bill making it
easier to site and expand landfills before the end of the month.  A
subcommittee headed by Rep. Tom Alley has held two meetings and will hold
one more to discuss amendments to H.B. 4037, which substitutes host
community agreements for county solid waste plans as a mechanism for
policing the siting and expansion of landfills.  The complex negotiations
of the subcommittee essentially cover to what extent dumps will get
automatic expansion rights on or near existing sites.  At a time when
Michigan has over 15 years capacity to handle its own waste -- and the
Committee could consider S.B. 4, a bill that would toughen restrictions on
out-of-state waste -- it's a highly interesting policy choice to put the
issue of easing landfill siting on the committee's fast track.
