To Anne and the Enviromich Gang

	The pertinent law regarding oil and gas development under Great Lakes
Bottomlands is the old Great Lakes Submerged Lands Act, now Section
32503 of the Natural Resources and Environmental Protection Act.

	Sec. 32503(3) states in part: "The department shall not enter into a
lease or deed of unpatented bottomlands that permits drilling operations
for the taking of oil or gas, UNLESS ALL DRILLING OPERATIONS ORIGINATE
FROM LOCAIONS ABOVE AND INLAND OF THE ORDINARY HIGH WATER MARK"
(Emphasis added). This has been the law in Michigan since, I believe,
1955.
