The Natural Resources Defense Council Washington DC Office is 
specifically asking Michigan clean air advocates for a 
concerted action to call Sen. Carl Levin and ask him NOT to 
sign the Chafee-Breaux letter that sells out the EPA ozone
and PM revised air quality standards.

RE: Breaux-Chafee Letter urging delay in clean air stds

There is a letter being circulated by Sens Breaux (D-LA) and Chafee (R-RI) 
to fellow Senators urging them to support delaying the proposed clean air 
standards.  
     
YOU SHOULD CONTACT YOUR SENATOR'S OFFICE IMMEDIATELY TO 
URGE THEM NOT TO SIGN THE BREAUX-CHAFEE DIRTY AIR LETTER.

This letter will urge Senators to support a phoney *compromise* package 
that would:
-- set an eight-hour ozone standard at 0.09 using the 3rd highest value; 
-- make a *binding* commitment to set a PM2.5 standard within 5 years; 
-- fund an expanded PM2.5 research program at $50 million per year and 
set up the PM2.5 monitoring network; and
-- fix the ozone transport problem.
     
You should urge your Senators to oppose such a package 
because it would:
-- deprive millions of Americans of the clean air 
health protections that they need and deserve;
--  weaken or provide no more protection than the current 
ozone standard;
-- needlessly delay the imposition of the new PM2.5 standard 
that will prevent thousands of premature deaths; and,
-- fail to impose needed meaningful controls on transported 
ozone.
     
We believe that the targets of this phoney *compromise* package are 
moderate Republicans and conservative Democrats who may feel urged 
by industry to weaken these standards.  The Air Quality Standards 
Coalition (funded by the National Association of Manufacturers) is 
making an all-out pitch to Democratic Senators to sign this letter.
