According to news reports I heard today, Walter Zaremba is appealing the denial 
of his oil drilling permit in the Jordan River Valley.  He is evidently filing 
with the Public Services Commission(?) to get a waiver from any permitting or 
public input.  Can a takings suit be far behind?
