Just talked with officials at Region V EPA concerning the 
"Lake Superior Biomass Power Plant"....

This will be a 35 megawatt wood waste power plant to be
controlled with an electrostatic precipitator.  The applicant
for the plant is the Keweenaw Bay Indian Reservation
according to Air Division officials at Region V.

This is about the same size at the Genesee Power wood waste
power plant/incinerator in Genesee County.

The plant will be located at Baraga on Keweenaw Bay.

So far, there is no indication that this plant will receive
other than virgin wood waste.  However, there is a history
of several such plants in Michigan making application to burn
tires, demolition wastes and other dirty/dirtier fuels after initial
siting, permitting and public notice as virgin fuel facilities, 
especially when supplies of wood waste are reduced in 
later years..

Permitting will be done by U.S. EPA for this indian reservation
site.   Michigan's rule 230 requirements for air toxics review
will apparently not be enforced by EPA on this site.   Permitting 
public notices will be out in an estimated 30-70 days.

Such a facility will also potentially have consequences for
forestry practices if saw mill residues and other wood wastes
run short.  EPA has not yet received a copy of the proposed
facility's wood waste procurement plan.
