     On July 16, in the first of what will likely be a series of firefights 
     on the House floor, clean air and public health advocates repulsed an 
     attack by Rep. LaHood (R-IL) that would have chopped funding for the 
     implementation for the clean air standards signed that morning by 
     Administrator Browner at a ceremony at the White House.  
     LaHood's anti-clean air package, reportedly endorsed by the Republican 
     leadership and Rep. Dingell (D-MI), was turned back in a tad less than 
     four hours.  While bitterly complaining about the alleged $5 billion 
     cost of attaining the clean air standards for Chicago alone (a number 
     that clean air advocates charge is vastly inflated) LaHood withdrew 
     his weakening amendments, vowing to continue the fight.  LaHood's move
     marked the first public victory on the House floor in what has been 
     largely a behind the scenes political struggle to get new health-based 
     protections approved by  EPA.
     Paul Billings, director of American Lung Association's effort to get 
     the standards approved, said that LaHood's move to gut the standards 
     merely marked the beginning of the legislative struggle for clean air. 
     "We expect major legislative battles in both the House and Senate," 
     warned Billings.  "We hope the Members of Congress remember the summer 
     pollution alerts when they cast their votes."
