Although the Governor vetoed two key right-to-know items in the 1998 DEQ
budget last week, a few good initiatives survived his pen.  They include:

*  $500,000 (which the Governor himself proposed) to begin restoring the
state's ability to monitor water quality.  MEC has been pressing for
restoration of water quality monitoring since the Auditor General found in
1995 that the state couldn't even tell whether pollution was increasing or
decreasing.  The Legislature earmarked half the $500,000 for local
governments.

*  $250,000 set aside from the state's Great Lakes Protection Fund for
targeted research on the possible effects of endocrine-disrupting compounds
on the health of Michigan citizens.

*  Significant new state and federal funds for safe drinking water,
including new grant programs for wellhead protection and source water
assessments.

*  A requirement that DEQ track citizen complaints on oil and gas and
wetland violations by creating a centralized data base available to the
public.

In addition to vetoing the right-to-know programs, the Governor also nixed
$500,000 for an auto recycling demonstration project.
