The House Conservation and Environment Committee took no action today on 2
environmental measures.

A bill (H.B. 4730) proposed by Rep. Kirk Profit to ban the disposal of
compost materials in plastic bags was tabled after the sponsor proposed
several amendments to ward off critics.  It's expected to be taken up at
the committee's next meeting.

A bill proposed by Rep. Greg Kaza to repeal the state's polluter secrecy
law was also tabled when the sponsor offered a substitute bill embodying an
agreement to amend the law that was reached this summer by MEC, DEQ, EPA
and industry.  There was procedural confusion about whether such a move was
in order.  No indication of the next move on H.B. 4521, although
legislation to implement the agreement is also going to be introduced in
the Senate soon.

The committee did approve H.B. 4452, which revises the dates for removal of
ice shanties.

Most of the hearing was consumed by discussion of problems with the DNR's
state parks reservation system.
