Rep. Kirk Profit, chair of the State House Committee on Tax Policy, has
created a subcommittee "to explore the environmental sensitivity of the
Michigan tax code" and scheduled the first hearing of the committee for
Friday, October 10, at 10 a.m. in Ann Arbor.

Rep. Profit explains that the charge of the subcommittee is to review and
make recommendations on how Michigan can improve the fairness and
competitiveness of Michigan's tax structure by injecting greater
environmental sensitivity into the tax code.  Says Rep. Profit, "The
initial inquiry will explore the extent to which current excessive tax
burdens on productivity, such as Michigan's single business tax, could be
diminished or eliminated if Michigan moved instead to a tax on fossil fuel
consumption in the production of energy (commonly known as a carbon tax)."
He says such a an approach should be "revenue-neutral," with tax cuts
offsetting a carbon tax.

The subcommittee will hold a series of hearings throughout the state and
make recommendations to the House Committee on Tax Polcy on Earth Day,
April 22, 1998.

Members of the subcommittee include Reps. Profit, Michael Hanley, John
Freeman, Paul Wojno, Bob Brackenridge and Nancy Cassis.

MEC strongly supports revenue-neutral pollution taxes and tax incentives
for pollution prevention and sustainable business practices. Rep. Profit is
to be commended for his leadership for showing the way to a more sensible
tax code that punishes pollution and rewards work and savings.
