Regulatory Reform

= N O T E ! =
Testifying before the Senate Government Affairs Committee on 9/12,
the Clinton Administration (represented by Office of Management and
Budget official Sally Katzen) broadly criticized sweeping new
regulatory reform legislation, S. 981, cosponsored by Sen. Levin
(D-MI) and Sen. Thompson (R-TN).  The Administration opposed the
bill's broad scope of judicial review, the failure to assure that
the bill does not overturn existing laws, the unworkable new
bureaucratic requirements in the bill, and the bill's
"one-size-fits-all" risk assessment requirements. The legislation
may be considered by the Senate Government Affairs Committee in
