Today's Detroit News has an article about Detroit Coke and
its effort to get permission to operate as a waste 
disposal company with a deep well on the shores of 
the Detroit River in downriver Detroit.



The article notes that Detroit Coke never paid a penalty levied
by the Wayne County Air Quality Management Division in 
the early 1990's for gross air pollution violations when the 
company still operated non-compliant coke ovens at the
site.....     Despite Wayne County entering a consent
order requiring the payment of a penalty, the agency allowed
months of continued non-compliance, even while the 
company shirked the penalty payment requirements.

This is an example of the laxity of the enforcement process
from Wayne County's air agency that has traditionally
frustrated citizen efforts on clean air in that community.
