E-M:/ committee ok's environmental reporting bill

The House Conservation and Environment Committee today approved without
dissent H.B. 4558, a bill sponsored by Rep. Liz Brater that requires the
state DEQ to begin publishing in January 1999 an annual report summarizing
trends in environmental quality in Michigan.  The bill sets out specific
data that must be included in the report but also establishes an advisory
panel to devise "core environmental indicators" that would also be
included.  The indicators would be coordinated with U.S. EPA's effort to
develop such indicators in agreement with all the states.  MEC supports the
bill as a way to help citizens more effectively see the results of their
investments in environmental programs and to help legislators target
resources to areas of need.

The Committee also approved a bill (H.B. 5294) that establishes permit fees
for mineral wells, including underground injection wells for hazardous
waste. But there was dispute over whether an industry amendment approved by
the Committee will wipe out the DEQ's current authority over test and
monitoring wells at contamination sites and landfills.  That will have to
be worked out before a full House vote in January.
