approval for the installation and operation of a 650 tons per hour drum mix
hot mix asphalt facility to replace an existing 525
tons per hour hot mix asphalt facility proposed for location at 11620
Whitmore Lake Road. Public comment will be taken
through January 12, 1998. If requested by January 12, 1998, a public hearing
will be held January 14, 1998; see 


GEOLOGICAL SURVEY DIVISION
SAND DUNE MINING PERMIT RENEWAL, STEVE GENZINK, LAKETOWN TOWNSHIP, ALLEGAN
COUNTY, Permit No. NLN-NLS-126. Renewal of the existing sand dune mining
permit on an 8.42-acre site referred to as
"New Life Site," located in Section 34, Laketown Township, pursuant to Part
637, Sand Dune Mining, 1994 PA 451, as
amended. The existing sand dune mining operation is in compliance with the

LAND AND WATER MANAGEMENT DIVISION
PART 303, WETLAND PROTECTION, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION
ACT, 1994 PA 451, AS AMENDED (NREPA), R 281.924, (ORR NUMBER 96-064). The
Land and Water
Management Division will hold a public hearing on proposed rule amendments
to Part 303 of NREPA. The proposed
amendments make technical changes and updates, and establish fees for the
DEQ to perform wetland assessments when
requested by property owners or lessees. The public hearing will be held on
January 5, 1998, at the Holiday Inn Conference
Center, 7501 West Saginaw, Lansing, Michigan, from 3:00 p.m. to 5:00 p.m.

Program Rules, R 336.2201 through R 336.2218 (ORR No. 97-081EQ). The
proposed revisions are intended to address
several federal approvability issues identified by the U.S. Environmental
Protection Agency in a September 18,

Michigan, for a project located on the
Indian River in T35N, R2W, Section 3, Koehler Township, Cheboygan County,
Michigan. The proposal is to construct and
operate a marina facility on the river. It will involve construction of

PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY CITY OF BIG RAPIDS, MECOSTA
COUNTY. The Land and Water Management Division will hold a public hearing in
the Holiday Inn Conference Center
Auditorium, 1005 Perry Avenue, Big Rapids, Michigan. The hearing will be for
Permit Application No. 97-9-807 by the City of
Big Rapids, 226 North Michigan Avenue, Big Rapids, Michigan 49307-1489, to
remove the remnants and foundation of a dam
on the Muskegon River. The activities will involve a gradual five-foot
drawdown of the impounded water and the

REQUEST FOR PROPOSALS, FEDERAL CLEAN WATER ACT, SECTION 319 NONPOINT SOURCE
POLLUTION. The Michigan Department of Environmental Quality, Surface Water
Quality Division, is accepting grant
applications from local agencies for Fiscal Year 1999 funding. Requests for
Proposals are available which outline grant selection
criteria, funding priorities, and application formats. Section 319 of the
federal Clean Water Act provides funds for the
development and implementation of watershed management plans that focus on
the prevention of nonpoint source pollution and
on minimizing water quality problems on a watershed basis. The program
emphasizes the development and

DEADLINE FOR PUBLIC COMMENT REGARDING HILLSDALE BOARD OF PUBLIC UTILITIES,
HILLSDALE, HILLSDALE COUNTY, for the proposed approval of a Renewable
Operating Permit for the operation of
four diesel engines. The proposed permit is intended to simplify and clarify
the facility's applicable requirements and will not

COMMONWEALTH POWER COMPANY SECTION 401 CERTIFICATION. The Department of
Environmental
Quality is proposing to issue a Section 401 Water Quality Certification to
Commonwealth Power Company for their Middleville
and Irving hydropower projects on the Thornapple River. This 401
Certification is a prerequisite for obtaining a license from the
Federal Energy Regulatory Commission. Copies of the draft Certification are
available upon request. Issuance of

CITY OF ST. LOUIS SECTION 401 CERTIFICATION. The Department of Environmental
Quality is proposing to issue
a Section 401 Water Quality Certification to the City of St. Louis for their
Municipal Hydroelectric Project on the Pine River.
This 401 Certification is a prerequisite for obtaining a license from the
Federal Energy Regulatory Commission. Copies of the

workshop will be held at two locations in the state.
Municipal officials and wastewater treatment plant personnel will learn
about effective pollution prevention tools to address
problem chemicals such as mercury, PCBs, and other bioaccumulative chemicals
