The House Conservation, Environment, and Recreation Committee postponed
until next week a final vote on S.B. 4, which would bar imports of waste
from states or countries that do not meet Michigan's standards for landfill

The Committee spent over an hour on the bill today, trying to choose
between a Senate amendment to the bill sponsored by Sen. Alma Wheeler Smith
and a House amendment drafted by Rep. Bill Byl.  The Committee ultimately
adopted the Byl amendment but Committee Chair Tom Alley agreed to a request
from Rep. Liz Brater to seek a compromise before a final vote.

The bill would largely affect waste from three nearby states.  As of June
1997 Illinois, Indiana and Ohio did not ban motor oil from disposal in
municipal solid waste landfills, while Michigan does have such a ban to
protect groundwater and drinking water resources.  Together these states
contributed 2,534,000 cubic yards of waste to Michigan landfills in 1996,
according to the Department of Environmental Quality, or about 6% of all
trash buried in Michigan landfills that year.

The bill would not affect controversial Canadian waste because Ontario does
have restrictions on motor oil disposal, according to state officials.
