E-M:/ bad bond proposal approved by house committee

The House Conservation, Environment and Recreation Committee today approved
and sent to the full House two bills (H.B. 5620 and 5622) which would put a
poorly written economic development proposal on the ballot this November
and call it the "Clean Michigan Initiative."

The Committee adopted only one improvement to either bill:  an amendment
sponsored by Rep. Liz Brater which requires projects which receive state
waterfront development funding to assure public access to the water's edge.

The Committee rejected an amendment to add pollution prevention -- which
saves taxpayers cleanup dollars -- and didn't even vote on an amendment to
add $100 million to the bond for clean water projects.

Two other bills are before the full Senate that round out the package and
are just as sloppily conceived and written.  Both the full House and Senate
are expected to vote on their bills after the Easter recess.

The package gives almost complete discretion to the Engler Administration
to fund its friends.  Call it the "Pork Michigan Initiative."
