DEQ Director Russell Harding has launched an attack on new guidance
developed by U.S. EPA to handle a backlog of environmental justice
complaints filed across the country.  In a remarkably slanted Sunday
article, the Detroit News carried without challenge Harding's assertion
that the guidance will "end development in Detroit."  This absurd remark
was advanced further today in an interview Harding gave to WJR Radio.  His
comments are reminiscent of arguments used by Southern members of Congress
against the original Civil Rights Act of 1964, which the EPA guidelines are
designed to implement.  Representatives of the Old South said this country
couldn't afford civil rights and racial equality under law because it would
harm business.  A detailed commentary on the guidelines and why they are
helpful, not harmful, will be posted as soon as time permits.
