The DNR budget, as it came out of the House Appropriations Committee, seems to
have a few little anti-enviro parts.  While not rife with pork reminiscent of
the days of Chairman Dominic Jacobetti, it is clear the budget is again being
used to circumvent appropriate review and action by designated committees of
the legislature. In addition to the mandated timber levels reported previously
in enviro mich, there is a provision that states:

"The department may only provide staff support to existing river advocacy
groups.  No department employee shall be assigned any duty, responsibility, or
authority to manage a rive or a natural rive system if a citizen-led group has
recommended that the river not be managed as a natural river system." HB
5591, section 908.

Section 1101 seeks to transfer all snowmobile enforcement activities to local
law enforcement agencies by Sept. 30, 2000, and would prohibit DNR enforcement
of snowmobile laws after that time.  Section  907 seeks to privatize all
snowmobile trail grooming -- directs development of a plan to do so by Dec. 31
1998

Section 603 tells the DNR not to interfere in the recertification of dams

There may be more, but these are the quick and dirty lowlights.
