    A brief point of clarification on the third story below on vehicles and
ozone. Among other components, vehicle exhaust contains reactive
hydrocarbons and nitric oxide, two critical components involved in ozone
formation. Other smog components (peroxyacetal nitrate, aldehydes,
etc.) are formed via reactions of secondary components formed in part
from vehicle emissions. Overall, it an ozone/smog production problem in
urban air and other parts within the troposphere (lower 6 miles or so of
the atmosphere) related to vehicle and other emissions. 
    Ozone depletion is a problem in the stratosphere (the layer approx.
6-30 miles above Earth's surface), mostly attributable to chlorine from
chlorofluorocarbons used as refrigerants and in other applications. This
is a problem because of ozone's role as an absorber of ultraviolet
radiation (which is also the source of its existence in the stratosphere),
which otherwise can cause biological damage if sufficient intensities
reach the Earth's surface.

The state has postponed the leasing of Great Lakes bottomlands, a move
that
halts - at least temporarily - the drilling of new oil or gas wells under Lake
Michigan or Lake Huron.
