E-M:/ bond goes to house floor

All five bills linked to the proposed November bond issue are now on the
House floor.  The final two, S.B. 902 and 904, were reported to the floor
today by the House Conservation Committee without important changes.  The
committee did reduce the amount DEQ can use from the bond for hiring
bureaucrats from 5% to 3% -- reducing that amount from $22.5 million to
$13.5 million.  But it still lacks funding for community water cleanup
projects, farmland and open space protection, pollution prevention, and
lead abatement.  Worse, it caps at $60 million the amount that can be spent
from the bond to address contamination sites that pose significant health
and environmental risks.  The DEQ can spend little or nothing on such sites.

The vote on the key bill, H.B. 5622, which contains ballot proposal
language and must be approved by a two-thirds majority of both houses, has
been postponed until at least next week.
