Customers in Traverse City and the Ann Arbor area have signed up in droves
for programs to pay a special "green rate" for environmentally preferable
wind and solar energy.  Now the Lansing Board of Water and Light is going
to study providing such an option for its customers.  Please pass along the
notice below to anyone who might be interested in responding to request for

The Lansing Board of Water & Light (BWL), the electric utility that serves
the City of Lansing, Michigan and some surrounding suburbs, is preparing to
release a Request for Proposals (RFP) for a Green Power Rate Study. The
specification of the RFP requires that a survey be done on the BWL's
electric customers to determine the type of green power resources that they
would prefer, and the size of premium that the customers would be willing
to pay. Also, the specification asks for the identification of available
green power options that can be purchased. From the customer survey results
and the available green resources, the specification requires that a green
power rate and program will be designed. The RFP will be available to
bidders by May 27, 1998. All bids will be due by June 29, 1998. The BWL's
intention is to have a green power program in place by January 1999. If you
