On May 19, the Wayne Co Commissioners decided to draft an ordinance to
establish a wetlands mitigation bank, converting Wayne Co park land along
the Rouge River watershed into wetlands and marketing the environmental
"credits" earned by that conversion.  The proposed bank would be developed
under MDEQ rules issued 12/5/97, implementing federal and state statutes
providing for wetlands mitigation.  Wayne Co will need created wetlands to
mitigate natural wetlands destroyed by planned Metro Detroit airport
expansion and has been approached by several developers interested in
purchasing wetlands credits.
Wayne Co environmentalists interested in wetlands preservation should
contact their County Commissioners to ask for background documents and
copies of the draft ordinance (313-224-0903).  First reading of the
ordinance will be tomorrow June 2 at 10 am at the Old County Building, 600
Randolph in Detroit.
The proposed wetlands bank has not been publicized and has had little
attention from environmental groups.  There is an air of urgency about the
proposal; the majority of the Commissioners appear to favor approval.
We are soliciting opinions, sharing of experiences and offers of expert
advise from the environmental community in SE MI and beyond, on the general
topic of wetlands mitigation banks.  Also, and more specifically, we're
interested in getting help and counsel from folks who are knowledgeable
about the ecology of the Rouge and could help us evaluate the suitability
