E-M:/ Bond Issue....

Enviro-Mich message from "Alex J. Sagady & Associates" <ajs@sagady.com>

This was found on EPA Region V's website.... note issue associated
with the proposed, so-called "environmental bond issue." I had not
heard previous mention of this use of proposed bond issue moneys....
funneled to one of John Engler's favorite special interests....agriculture....

Is this money for farmers to do what they already should be doing,
or is it money for more bureaucracy??

Michigan State Technical Committee for Agricultural Stewardship

David Macarus attended the Michigan State Technical
Committee Meeting in East Lansing, MI on May 18. The 1998 project
allocations are about 80% complete. All the available funds, about
$4 million, will be allocated by the end of June.

Michigan is considering a new program, the "Conservation Reserve
Enhancement Program" (CREP). As the name implies, the
program aims to further the application of conservation and environmental
objectives on farms. The funding will be 20% from
the State and 80% from the Federal Commodity Credit Corporation
(CCC). The Clean Michigan Initiative is before the State
Legislature for initiating a bond issue for $500 million for
environmental improvements; it is hoped that $50 million of that might
be used in the CREP program.
