Environmentalist and Justice Activists to Rally at Conners Creek Plant

A rally has been called for Monday at 10:00 AM to protest anticipated
start-up of the Conners Creek Electric Generating Station in east Detroit.
Acccording to Detroit Edison this plant will go into full operation before
July 1. Test burns have been conducted this week.

The Conners Creek coal burning plant has been mothballed for 10 years but
Detroit Edison has decided to restart the plant to meet peak demand for air
conditioners during the summer.

Numerous violations of the US Clean Air Act have been sited by environmental
law attorney's, environmentalists and citizens groups on both sides of the
international boundary. Detroit Edison has failed to obtain the air
emission permits required to start up this plant. Furthermore, the plant's
potential to emit sulphur dioxide, nitrogen oxides, and particulate matter
exceed state and federal standards for the Prevention of Significant
Deterioration of air quality.

Low Income and minority residents will bear a disproportionate health impact
from the restart of this plant to meet suburbanites' demands for air
conditioners this summer.

Emissions from the plant would also contribute additional mercury to the
Detroit River ecosystem. Moreover, the NPDES permit for the plant fails to
meet the principles of the Clean Water Act or the Great Lakes Water Quality
Agreement. Effluent limitations for Conners Creek are exactly the same as
the permit issued in 1989 which was based on information submitted in 1979.

State Representative Mary Lou Parks a champion in the Michigan State
Legislature for environmental justice will speak at the rally, as well as
Detroiters for Environmental Justice.

Environment Canada has called on the US EPA to halt the start-up of this
plant under the provisions of the US/Canada Air Quality Agreement which
requires both countries to notification and mitigate actions that would
likely cause significant transboundary air pollution.
