E-M:/ bond votes are likely wednesday

The State House of Representatives has scheduled debate for Wednesday on
the proposed $500 million Clean Michigan Initiative bond program.  

House Democratic leadership announced Friday that it will try to change the
bond by adding $50 million for local parks and recreation grants and by
shifting funds within the proposal to create a $25 million sum for drinking
water protection, and will move separate legislation creating a Farmland
Protection Trust to buy development rights on threatened farmland and open
space.  But the funding source for the Trust is not specified.

The bond fails to guarantee a penny for dealing with the state's most
critical toxic waste sites that threaten public health and the environment,
and does nothing to address the dumping of raw sewage into the state's
lakes and streams or to launch pollution prevention programs to avoid the
need for future cleanup bonds.  It is likely amendments addressing these
issues will be offered on the House floor.
