Subject: GLOBAL WARMING ACTION ALERT!
MIME-Version: 1.0

*** ACTION ALERT *** ACTION ALERT *** ACTION ALERT ***

 June 24, 1998

*** Contact Your Representative IMMEDIATELY and Urge Them To
Oppose The
 Knollenberg Global Warming Rider ***

THE ISSUE: The world's leading scientists have warned that global
warming is
real and already underway, but that's not stopping big polluters in the oil,
auto, and utility industries from working to block any efforts to curb
 pollution.

They have enlisted Rep. Joe Knollenberg (R-MI) to do their latest dirty
work.
He is seeking to attach a "stealth" rider to the Environmental Protection
Agency's budget that would forbid any federal funds to be spent on
new
efforts to curb global warming pollution until the modest Kyoto global
warming treaty is sent to the US Senate for ratification (where friends
of
the auto, oil, and coal industries will be waiting).

Knollenberg's rider is an egregious attack on the EPA, and could
seriously
damage any new effort to combat global warming. It could also block
progress
on numerous other environmental problems, like urban smog and acid
rain.
The bill's accompanying report language even directs the EPA to refrain
from
"conducting educational outreach or informational seminars" on global
warming. That's a gag rule (sort of like forbidding the Surgeon General
from
talking about lung cancer at the behest of the tobacco industry.)

THE ACTION: There two are chances to stop the Knollenberg rider. The
first
will occur on 6/25, when Reps. Fazio and Skaggs offer an amendment
to strike
the Knollenberg language from the EPA bill (officially called the "VA/HUD
Appropriations bill") in the House Appropriations committee. The second
will
occur within next several weeks, when the full House of
Representatives votes
 on the measure.

***EVERY REPRESENTATIVE NEEDS TO HEAR FROM ACTIVISTS ON
THIS CRITICAL ISSUE,
PARTICULARLY IF THEY ARE ON THE APPROPRIATIONS COMM (see list
below)!!!
APPROPS COMMITTEE MEMBERS NEED TO HEAR FROM YOU BY
THURSDAY (6/25)
 EVENING!***

Call or fax them -- TODAY -- and urge them to:

 1. Oppose the Knollenberg anti-Kyoto treaty rider to the Environmental
Protection Agency budget! *** TELL APPROPRIATIONS COMMITTEE
MEMBERS TO
SUPPORT THE FAZIO-SKAGGS AMENDMENT TO STRIKE THE
KNOLLENBERG RIDER! ***

 2. Protect our children and our environment by taking steps to reduce
global
warming pollution today. Raising miles per gallon standards for cars and
trucks would be a great place to start!

Remind your Representative that this is an election year - and you will
be
watching how they vote on global warming! If you do not know the
phone number
of your Representative's office, call the US Capitol Switchboard -
 202-224-3121.

For more information on the Knollenberg rider or the Sierra Club's Global
Warming and Energy Program, email <steve.pedery@sierraclub.org> or
call (202)
 547-1141.
