We should celebrate the good news that releases of toxic materials are
declining, as measured by TRI.  Because emissions are also down nationally,
it appears the private sector is getting the message that pollution
prevention beats control, and resulting health risks.

EPA also reports another interesting TRI statistic or two -- total
production-related waste.  This includes waste managed (recycled,
incinerated, and treated) as well as emissions from pipes or stacks.  By
that measure Michigan ranks 7th highest in the nation and experienced an
increase from 724.8 million pounds in 1995 to 800.1 million pounds in 1996.
 EPA, for some reason, is projecting that number will hit 1.1 billion
pounds for Michigan in 1998, which would be a whopping increase of over 50%
in just three years.
