A number of us have challenged Dow's limit for discharging dioxins into
the Tittabawassee River as being too high.  PIRGIM, Lonetree, the Ecology
Center and Diane Hebert filed a contested case petition with the DEQ last
year.  About 6 weeks ago, we filed a lengthy brief with 50 exhibits
documenting the problems with the dioxin limit.  The DEQ is considering
the brief now.

The brief is too long (50 pages) to attach here, and the exhibits are
pretty massive (500 pages or so).  But there's some good stuff in them,
including a fairly good summary of dioxin's effects and EPA's
documentation of those effects.
