I am currently doing some research at W.S.U. on the potentials and
obstacles of watershed-based management and restoration efforts in urban
environments.  My particular focus concerns the development of
meaningful institutions of participation at the watershed level (for
example the RAP's) in Metropolitan Detroit, Toronto, and Cleveland, but
any insights on any related topics/areas would be greatly appreciated as
well.  Thanks in advance to anyone who would like to share their
thoughts on these issues.
