The Michigan Environmental Council and the Michigan United Conservation
Clubs invite you to participate in an open discussion between
representatives from the U.S. Environmental Protection Agency, Region 5;
Dennis Drake, MDEQ Air Quality Division Chief; and Michigan
environmental groups.  Topics to be discussed are EPA's proposal to
reduce oxides of nitrogen (NOx) in 22 states to address regional ozone
transport, as well as the Midwest Governor's alternative proposal.

The purpose of this meeting is to generate an informative, in-depth
discussion on the two proposals, and to give Michigan environmental
groups the opportunity to ask questions and gain the knowledge necessary
to advocate a policy that will most successfully and substantially
improve air quality throughout the U.S.  A portion of this meeting will
be dedicated to developing an advocacy strategy.

September 9, 1998
1:00 - 4:00 p.m.
Sierra Club Mackinac Chapter, 300 N Washington Sq, Lansing

1:00 - 2:00 p.m. - Brief presentation by EPA Region 5 on the NOx SIP
call followed by discussion between environmental groups and EPA.
2:00 - 3:00 p.m. - Brief presentation by Dennis Drake on the Midwest
Governor's alternative proposal followed by discussion between
environmental groups, EPA and Mr. Drake.
3:00 - 4:00 p.m. -  Environmental group strategy meeting.
