E-M:/ BRYAN AMENDMENT FINALIZED; Votes on Baucus, Kempthorne, Bryan

-------------------------------------------------------------------------
Enviro-Mich message from Frank Ambrose <snakeman@expert.cc.purdue.edu>
-------------------------------------------------------------------------

These amendments and riders will be voted on in the next few hours today
or tomorrow. Senator Levin needs to here from you!!

He is still undecided as to whether he will vote for the Bryan amendment.
Let him know how you want your forests -Vertical, not Horizontal.

Also, urge him to take a lead in opposing the Kempthorne bill. This is
very important for anyone who cares about how we treat out land and the
habitats and animals and plants they contain. Kempthorne must be stopped.

If you have any questions, or would like copies of editorials that have
run in Michigan supporting cutting timber subsidies, call me at

BRYAN AMENDMENT FINALIZED;
Votes on Baucus, Kempthorne, Bryan Later Today?

Sen. Richard Bryan (D-NV) this morning announced the details of the
amendment to the Interior spending bill that he will offer late today to cut
logging and timber road subsidies. He has sent a "Dear Colleague" letter to
all Senators asking for their support, and explaining the details of the
amendment.

Bryan has pared down the amendment slightly, seeking a $32 million cut in
logging and timber road subsidies with 1/2 of the savings going to the
Treasury, and 1/2 going for restoration programs in the National Forests.

This is the first time in six years that the Senate will vote on the timber
program, per se. Our count suggests that the Bryan amendment has a
reasonable prospect of passage, but there are still a number of Senators who
are uncommitted and undecided.

This is an excellent time to call your Senators, even if you have called before,
stating that you understand the details of the amendment are now out and
asking for a commitment for a "yes" vote on Bryan. A number of offices
have been holding off waiting to see the specifics; they should now be pressed
to commit to a "yes."

More money for logging and timber roads in our National Forests, or cutting
subsidies so that wildlife, watersheds, and other restoration needs can be
better
addressed? That's the choice every Senator must make on Bryan.

KEMPTHORNE, BAUCUS UP

Votes are anticipated this afternoon both on an amendment to be offered by
Sen. Dirk Kempthorne (R-ID) to roll back safeguards for wildlife under the
Endangered Species Act, and an amendment offered by Sen. Max Baucus (D-
MT) to remove several anti-environment "riders" from the Interior spending
bill. It is completely inappropriate for Senators to consider an entire
re-write
of the ESA as an appropriations bill rider; substantively, the need is for a
stronger, not a weaker ESA as Kempthorne proposes.

To reach your Senators, call the Senate switchboard number at (202)224-3121,
or call their state offices.
