 A Flint businessman is the first arrest under Flint's recent crackdown on
illegal dumping. He allegedly paid a contractor to dump 24 trash bags of fish
waste at the proposed University Park subdivision site off N. Saginaw Street.
   The arrest last week was made under a new task force partnering state and
local officials against illegal dumping.  

   As highly visible land-based pollution cleanups are completed, increasing
attention is being paid to the pollutants hidden under Michigan rivers that
course through current and decades-old industrial areas.

A controversial asphalt plant, almost completed in southern Blackman Township,
can operate if it installs anti-odor devices and meets a series of other
conditions set down this week by a Jackson County judge.

THREE RIVERS - Measures are being taken to eliminate the offensive odors
emanating from the Three Rivers Waste Water Treatment Plant.

The Tittabawassee Township Board of Trustees, in a 6-0 vote Tuesday, flushed a
$165,000 drain project that was two years in the making.

 The Planning Commission has been kicking around the idea of changing the name
of the 140-acre Middlegrounds island, a former polluted dump, in the Saginaw
